Splashpad City Muncie

For some reason, we have a city administration that values the installation of splashpads over the serving and housing of unhoused people.Yes, I do understand "quality of place" (being a geographer, let's be real: I probably understand it better than you do); no, I don't understand how peripheral water play facilities usable a few months a year installed into otherwise ignored parks are more important than making sure people don't freeze to death.
